Description of Work

Under the general direction of the General Manager, this position provides leadership and direction to the Legal Services, Risk Management, Information Governance and Civil Rights Divisions.

Duties & Responsibilities

ESSENTIAL:

Recruits staff to include interviewing, hiring, assigning work, training, coaching, and counseling to ensure consistent application of Employee Guidelines, processes, and procedures. Conducts performance review, and holds employees accountable for their responsibilities

Fosters a safety culture.

Demonstrates leadership in employee engagement and continuous improvement efforts.

Provides direction to assigned departments through objectives and programs in conjunction with goals set by the General Manager and Board of Directors.

Determines and implements short and long-term strategies needed to support organizational goals and plans.

Provides direction in the development and implementation of comprehensive programs designed to support the organization's goals, objectives, and short and long-term strategies.

Coordinates the development of the annual budget for assigned departments.

Performs as an integral member of the Senior Leadership Team to ensure effective interfaces and integration of activities with other organizational units, and attainment of performance measures.

Takes action to advance the goals of the organization's Affirmative Action/ Equal Opportunity and Disadvantaged Business Enterprise Plans.

Directs the legal support for organizational programs/projects to prevent legal difficulties and defends assets and rights when indicated.

Develops and directs legal policies/procedures and coordinates with other stakeholder activities to ensure compliance.

Serves as General Counsel to the organization's Board of Directors.

Qualifications

Graduation from an accredited law school and current membership in the Colorado Bar.

A minimum of ten years of experience encompassing contracts, construction, labor, real estate, litigation, governmental affairs and administrative law. A minimum of five years of experience in a senior management capacity with direct fiscal responsibility.

Proficiency in the principles and practices of civil, constitutional, contract, tort, property, labor, employment, environmental, and municipal law.

Thorough knowledge of the principles and practices of program administration.

Highly developed communication skills, both written and oral.

Demonstrated ability to effectively work with stakeholders.

Skill in developing and facilitating team work to positively affect efficiency and productivity.

Ability to identify complex issues and recommend alternatives to resolve those issues.

Ability to develop and maintain a diverse workforce.

Ability to plan, review, assign, and evaluate the work of subordinate managers.

Ability to establish and maintain effective relationships with public officials, Board of Directors, subordinates, peers, and the general public.

Demonstrated ability to work effectively in a diverse workforce.

An equivalent combination of education, experience, knowledge, skills, abilities.
