The Massachusetts Office on Disability (MOD) was created in 1981, by MGL Chapter 6, Section 185, as the state advocacy agency that serves people with disabilities of all ages. MOD's primary mission is to ensure access. MOD is the ADA Coordinating Agency for the Executive Branch of State Government.
This position serves as the Massachusetts Office on Disability’s General Counsel. The candidate must possess a JD and an active license in good standing to practice law in Massachusetts.

The position is necessary to meet the agency’s statute to promote the rights of persons with disabilities and may assist with the agency’s federal requirements to provide legal representation for our Client Assistance Program under our federal grant from the Rehabilitation Services Administration, Vocational Rehabilitation Act of 1973.
 
 
Duties:
 
 
1. Monitoring and overseeing all legal matters of the Office on Disability.
2. Researching, analyzing, and interpreting current state and federal laws, regulations, policies and procedures affecting individuals with disabilities.
3. Providing technical assistance to agency personnel and Executive Branch officials regarding specific legal issues related to disability.
4. Serving as a primary resource within the Commonwealth for technical assistance and project management regarding the impact of disability laws on the acquisition, deployment and utilization of information technology.
5. Upon request, drafting legislation and recommending revision and changes to state and federal laws, policies and regulations regarding disability issues.
6. Representing the Director on various boards, commissions and committees as assigned.

 
Preferred Qualifications:
 
 
1. At least three years of full time or equivalent part time experience as an attorney engaged in the practice of law related to disability.
2. Exercise discretion in handling confidential information.
3. Inspire respect, trust, and confidence among colleagues and members of the public.
4. Demonstrate an understanding of the impact of disability on daily living.
5. Outstanding written and verbal communication skills.
6. Self-directed and self-starting.
7. Be a team player.

Qualifications
 
MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in a particular specialty (i.e. scientific, professional, or technical) and must possess current license and/or registration requirements established for the performance of the position or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. An Associate’s degree in a related field may be substituted for one (1) year of the required experience.

III. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.

IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

V. A Doctorate degree in a related field may be substituted for the required experience
