The UTOPIA Fiber General Counsel position provides legal and strategic counsel to UTOPIA staff, UTOPIA board, and UIA board. This includes drafting/editing of contracts, providing legal opinions on financial transactions, business terms negotiations, participation in various city council and governmental meetings, legal training for staff/boards, negotiation of franchises and right-of-way use, coordination of lobbying efforts, and other general government affairs work.

The UTOPIA Fiber General Counsel will report to the UTOPIA Executive Director and will be a member of the executive management team of UTOPIA.  The General Counsel will generally be expected to work business hours at the UTOPIA Fiber office in Murray, Utah.  However, occasional travel and off-hours city council meetings will also be expected.

Qualifications

The ideal candidate is an experienced attorney with understanding and experience related to public sector entities, telecommunications law, and Utah laws.  Candidates should have a deep understanding of the Utah Code, telecommunications technologies, and general telecommunications law.  The candidate must be a good communicator, professional in their presentation, with a passion for furthering the success of UTOPIA Fiber.

Required Training and Experience

Graduation from a school of law accredited by the American Bar Association with a Juris Doctor degree and at least five (5) years, of experience practicing law, managerial or supervisory experience and some government agency experience. Must have membership in the Utah State Bar or be able to obtain within 6 months of employment and must have the ability to maintain membership as a condition of continued employment.

 Skills:

Knowledge of the organization and functions and goals of UTOPIA Fiber.
Knowledge of Utah law related to inter-local entities, municipalities, and telecommunications
Skill in negotiating agreements, which accommodate conflicting interests and viewpoints.
Skill in oral and written communication sufficient to develop defenses of, and justification for, decisions reached.
Ability to establish and maintain effective working relationships at all levels.
Ability to exercise independent judgement.
Ability to maintain complete and accurate records.
Ability to prioritize and organize.
Ability to attend meetings and perform work assignments at times other than normal business hours.
Ability to make a determination when outside counsel is needed.
