This role provides strategic management for all legal advice and counsel supporting the “Shared Service” groups across the enterprise. This includes all legal work to support functions of the Chief Operating Office, IT, Digital Experience, Design, Corporate Services, Supply Chain, Enterprise Strategy & Marketing, Corporate Real Estate, as well as legal work for Labor & Employment, and Intellectual Property. This leader will interface with senior leaders reporting to the CEO and proactively coordinate Shared Service legal strategies across the Enterprise while serving as the key point of contact for the Chief Legal Officer on management and strategic matters in said businesses. This leader will also partner with the Lines of Business (LOB) General Counsels who manage counsel for all LOB legal services across the enterprise and together assure ongoing compliance, optimal resource utilization and appropriate professional staff development for all attorneys and legal support staff in USAA.
Job Requirements
Responsible for establishing strong and effective working relationships with the Chief Legal Officer, Chief Operating Officer, and heads of the businesses as well as the control partners in Compliance, Audit and Risk.
Serves as the ultimate point of contact for all Shared Service legal matters.
Provide oversight for the implementation of appropriate strategic/tactical solutions for Shared Service business requirements.
As a senior leader of the organization, oversee strategies to attract, motivate and retain a highly qualified team.
Recommends and coordinates policies, procedures, and processes to ensure operational excellence through her/his team.
Responsible for personnel actions for staff and determines action(s) required to best allocate resources. Develops, monitors, and analyzes budgetary and/or operation performance of department and process resources.
Personally provides legal advice and counsel on complex matters, assigning and supervising USAA attorneys, paraprofessionals and legal assistants in all other matters as may be appropriate.
Stays current about, and exercises influence over, industry practices and legislative/regulatory developments to promote USAA ESS GC position.
Actively participates as a core member of the Chief Legal Office senior leadership team to drive CLO strategic priorities.
Performs such additional duties as may be directed by the Chief Legal Officer.
Required:

15+ years of experience practicing law
10+ years of people leadership experience in building, managing, and/or developing high performing teams
Experience with federal and/or state regulatory agencies, including applications and requests for approval of proposed transactions, informing agencies of regulatory and other legal issues, responding to agency requests for information and managing all regulatory examinations.
Experience collaborating with key resources and stakeholders, influencing decisions, and managing work to achieve strategic goals
Strong written, verbal and presentation skills, including interacting with executive management and boards
Strategic thinker
Excellent academic and professional credentials
Good standing in the bar in which they are licensed
Preferred Requirements:

Deep knowledge of bank and/or bank holding company regulation including Home Owners Loan Act, Bank Holding Company Act, FFIEC guidance, and CFPB consumer regulations.
Experience providing legal support in the FinTech and/or Innovation functional areas.
Strong interpersonal skills
