ESSENTIAL DUTIES:

Advise physician leadership and staff on health law and general corporate legal issues.

Participate in policy development at the senior staff, EVP, and board levels

Identify emerging health law and related policy issues and help develop PAMED policy on those matters in conjunction with the physician leadership and other key staff. Research relevant legal issues and compile pertinent data and other background information. Analyze options and prepare recommendations.

Advocate PAMED legal and related policy positions with judicial, legislative, and administrative bodies, third party payers, and the public in conjunction with other key staff. Draft and review supporting material (including regulatory comments, position papers, and proposed legislation and regulations). Represent PAMED at coalition planning sessions, legislative and administrative proceedings, and other meetings.

Develop PAMED litigation policy and strategy. Direct and oversee the work of outside counsel, including legal research, factual development, brief preparation, communications with other parties, and court proceedings.

Prepare and review PAMED member communications and educational publications on health law and related policy issues in conjunction with other key staff.

Assist in supervision of shared administrative assistant.

Perform traditional corporate counsel functions, including contract review and drafting and corporate formalities. Direct and oversee the work of outside legal counsel on these matters.

Make presentations to physician leaders and groups on health law and related policy topics.

Acts on the company culture by advocating with a supportive attitude, educating people while respecting them and their ideas, and navigating using active listening skills.

Requirements

Minimum 5 years experience as an attorney in health law and related matters. Admission to State Bar of Pennsylvania;

Knowledge and expertise in a wide range of state and federal health laws;

Expertise in transactional and regulatory health law issues, including physician licensure, allied health practitioners, health facility licensure, hospital medical staff issues;

Expertise in legal research, writing, and oral advocacy;

Working knowledge of other health law areas, including medical liability, third party reimbursement, managed care, and integrated delivery systems, physician employment, and health care decision-making;

Policy development and strategy skills. Must be capable of identifying key issues, compiling background data and other information, analyzing options, and making recommendations;

Strong written and oral communication skills. Must be proficient in speaking to large and small groups on health law and policy matters. Must be able to explain complex matters within area of responsibility in an understandable fashion, both in written materials and oral presentations;

Traditional corporate counsel skills, including contract review and drafting;

Supervisory skills. Must be capable of assisting in the direction and supervision of both outside counsel and shared administrative staff;

Must be capable of handling all responsibilities independently, while keeping supervisor and other key staff informed of activities.

SPECIAL REQUIREMENTS:

Frequently presented with new issues. Must be capable of quickly developing expertise needed to address the problem.

POSITION SUMMARY:

Provides legal advice on a range of health law and general corporate legal services to PAMED. Develops and maintains stakeholder relationships, and provides coordination with outside counsel, as needed. Provides advice and guidance on issues of corporate governance, as requested.
