The General Counsel serves as the chief legal officer of UC Hastings and as Secretary to the UC
Hastings Board of Directors. The General Counsel is expected to provide proactive and creative advice to the Board of Directors, the Chancellor & Dean, and senior leadership on a broad range of complex laws and regulations affecting UC Hastings operations, including a wide variety of issues involving staff, faculty, academic life and administrative matters. The General Counsel is a dual report to the Chancellor & Dean and the Board of Directors, and he/she is a member of the Chancellor’s senior leadership team. The General Counsel serves at the pleasure of the Board of Directors.
The General Counsel will have an opportunity to create and execute a broad legal strategy designed to
further the College’s mission, with substantive issues including: commercial contracts, intellectual
property, the Public Records Act, federal and state privacy laws, including FERPA and the California
Information Practices Act, education law, ethics and compliance, Title IX, open meeting laws, personnel matters, real estate development, visa processing, and other administrative legal matters. The General Counsel also serves as chief negotiator in collective bargaining, as an advisor on labor relations matters, and oversees the determination of student residency for tuition purposes.
As Secretary to the Board of Directors, the General Counsel causes notice of meetings of the Board and its committees to be given to the members thereof and the public as required by law, attends all Board and committee meetings, record minutes, retains complete records and minutes of all official actions of the Board and its committees, maintains all deeds, contracts, books, and documents and records of the College, and its committees, serves as custodian of the corporate seal, attesting, and certifying to Board action, and provides such other duties as assigned.
DESIRED QUALIFICATIONS AND SKILLS
• Preference will be given to candidates who have significant relevant experience, including
working at a university or college as a general counsel, chief campus counsel, or deputy
general counsel;
• Familiarity with the areas of contract, regulatory compliance, the ADA, Title IX, Clery Act
compliance, Bagley Keene Act, gifts to public agencies principles, real estate and general
administrative law;
• Demonstrated understanding of legal issues faced by institutions of higher education with
shared governance;
• Excellent research, analytical, and communication skills;
• Demonstrated ability to interact and influence at the most senior levels of the organization,
while working cooperatively and strategically across all functions, levels, and departments;
• Exceptional interpersonal, management, and supervisory skills;
• Strong orientation toward problem solving and decision-making in an open, collaborative
environment.
MINIMUM REQUIREMENTS
• A Juris Doctorate degree;
• A member in good standing with the State Bar of California and eligible to practice law within
California.
