Responsible for representing and advising the Texas Tech University System and its component universities – Texas Tech University, Texas Tech University Health Sciences Center, Angelo State University, Texas Tech University Health Sciences Center El Paso – Board of Regents, Chancellor, Presidents, officials, faculty and staff on any matter which, in the opinion of the Vice Chancellor and General Counsel, could have a material impact on the institution(s).
Provide daily administration and management of the Office of General Counsel.
Responsible for legal work involving representation, contracting and advisement of legal matters regarding the TTU System, TTU, TTUHSC, ASU and TTUHSC El Paso.
Oversight and management of the Medical Self Insurance Plan.

Position Description

This senior administrative position is responsible for the administration, management and planning of the System's policies, programs and services within the assigned area(s); work is performed under administration of the Chancellor.

Required Qualifications

Bachelor's degree in appropriate field relating to area of responsibility plus ten (10) years of professional and management experience in similar area. Additional job-related education may substitute for required experience on a year-for-year basis.

Preferred Qualifications

Obtained a law degree
License to practice law in the State of Texas
15 years of experience as a practicing attorney in general practice of law and litigation and/or public higher education law
Ability to express opinions clearly and logically
Ability to uphold the highest level of confidentiality
Experience working with or at institutions of public higher education

Occasional Duties

Promote excellent client services to TTU System and component universities
Maintain effective and open communication with colleagues
Work with both inside and outside counsel, including respective counsel at component universities and throughout the TTU System distinct from the Office of General Counsel
Provide and facilitate legal advice on matters concerning the rights, obligations, and privileges of institutions of public higher education; contracting; legal defense of medical malpractice claims and lawsuits; and risk management, among other legal areas
Advise, interpret, and maintain knowledge on the policies, procedures, and regulations of all TTU System components, including Regents’ Rules, and design and support implementation as necessary
Advise, interpret and maintain knowledge of federal and state laws
Represent the TTU System and its component institutions in hearings and other judicial hearings
Serve as a legal advisor to upper-level administration and the Board of Regents
Participate in and ensure compliance of meetings of the Board of Regents, including open and executive sessions
Oversee and manage the Medical Self Insurance Plan
